The beat is usually explained as the number of beats in a bar, such as the 3/4 you mention. So when you are playing a song in 3/4, you might be counting "1,2,3,1,2,3,1,2,3etc' in your head. THIS is the beat. How fast you count them is your tempo. The difference is fairly clear cut. The beat of a song will remain the same from one performance to the next (assuming it is the same version of the song. Even then, it is rather difficult to totally change the beat, or 'time-signature' as it is usually refered to) However, unless you are playing to a click track or metronome, the tempo is likely to change.
